社会管理体制机制创新已成为政府加强社会建设的一项重要任务,新设机构是社会管理体制创新的途径之一。地方社会管理新设机构有三个经验特征:新设党委机构强化统筹协调;新设政府机构侧重社会服务职能整合;新设社会组织培育社会内部互相支持力量。但调研结果显示:新设机构也存在职能交叉和上下不对口、形式创新与实质扩权、新设社会组织行政化等问题。针对问题,本文提出新设机构权责利统一,因地制宜;立足社会本位,新设机构职责法定;以回应居民需求为出发点,配套跟进等政策建议。
As far as concentrated, the mechanism and institutional innovation of social management has become a crucial task for government to enforce social construction. While newly established institution is considered as an important way to launch the institution reform for social management. Shortly, there are three experience features of newly established institutions for social management in local region firstly, The Party of social work emphasizes planning and coordina- tion; secondly, Newly established governmental institution stresses to integrate social service functions; thirdly , Newly established social organization cultivate interior social power to mutually support each other. However, several problems still exits after the investigation and survey, like unclear function orientations and overlapping functions; formal innovation and substantive right for newly established institution; administration--orientation for newly established institution. To rethink the above problems, the paper proposes the newly established institution should unify the right, responsibility and benefit, legally set the obligation on the basis of social real situation and respond requirements of citizens to supplement with supporting measures.
