In the context of globalization and knowledge economy,culture and creative industries have already spread from the field of industries in which artists and cultural producers hold a dominant position to a creative society in the conception of citizens/consumers and their reflexivity. On the domain of practical operations, it is necessary to form a cultural ecology for the development of cultural industries and cities of creativity by employing the development pattern featured with the core idea of mutually-related creative clusters rather than isolated-area creative clusters, by emphasizing the studies of the ecological mechanism, and the innovation and knowledge flow mechanisms in the projects of the cultural industries and by developing the creative infrastructure and improving the creative surroundings and it is also imperative to push forward the obtainment of wide-ranging cultural recourses in the cities of creativity by adopting the strategy of globalized and regionalized network-linkage.
