从2014年秋季开始起，我国的研究生教育将实行全面收费、成本共担的新政策，其原因在于我国研究生教育存在经费不足、需求旺盛、效率低下、容易滋生腐败等问题。由此生产一些问题：可能会使经济困难学生被迫放弃教育机会，导致经济困难研究生产生心理问题，导致经济困难研究生为了解决经济问题打工挣钱分散时间和精力，进而影响到研究生教育的培养质量，还会出现研究生教育中的市场失灵现象，等等。为此应建立更加完善、灵活、立体的助学贷款制度，实行奖学金制度、助学金制度、资助制度，坚持一定的差别化，应该建立例如弹性学制等在内的多种相应制度，学校和社会要尽可能多地提供“三助”岗位，等等。
英文摘要：
From Autumn 2014, graduate education in China will implement the new policy of a comprehensive fee, cost sharing, and it has the following reasons ： the shortage of funds, vigorous and strong demand, low efficiency, breeding corruption, and so on. This will produce some problems： forcing many students to give up the opportunity to receive graduate education because of economic difficulties, and making some students suffer from psychological problems because of financial difficulties, forcing the students to work and to relieve their economic burden, thus dispersing their time and energy, etc. All these may affect the quality of graduate education. Therefore, we should establish the perfect and flexible and three -dimensional student loan system, and implement scholarship and stipend and funding system, and adhere to certain differences, and establish a variety of corresponding system such as the flexible educational system, and schools and society should provide more ＂three help＂ jobs, and so on.
