Within the in - depth implementation of essential medicine system in medical institutions as a foothold, the authors combined the domestic and foreign institutional implementation status, studied and analyzed the emphases and difficulties in the implementation process of essential medicine system in our country respectively from three aspects, namely the policy itself, the main implementation body and external policies. Finally, a series of encouragement policies were put forward to prompt the medical institutions and give the priority to the use of essential medicines.
