人才的国际流动在一定程度上可以衡量一国人力资本的国际化水平。按人才参与国际流动与否,将人力资本分为海归型和非海归型2种类型,以中国为例,就不同类型的人力资本在FDI与本土企业间流动产生的技术溢出效应进行定量分析,并得出结论:相比非海归型人力资本,FDI通过海归型人力资本流动产生的技术溢出效应更为显著,并且2种技术溢出效应存在一种内在的互相增强机制。
The international mobility of one country's talents can measure its internationalization level of human capital.On the basis of whether human capital participates in international mobility,this article divides human capital into returned human capital and unreturned human capital.This article analyzes the effect of FDI spillover from human capital flow on China' technological progress in detail and concludes:compared with unreturned human capital,the effect of FDI technology spillover by returned human capital flows is more significant,and there exists a mutually reinforcing mechanism effect.
