By analyzing the existing ecological construction policies, the article has first pointed out its weakness and presented that ecological compensation mechanism play an incentive role on ecological production. Next, considering the effects of resource transfer in ecological production and improve the social environmental welfare in ecological construction. The article has proved necessity of resource transfer using a model. Finally, some responding policies and suggestions are put forward to explore the ways to build ecological compensation mechanism between domestic block.
