Based on data of 98 new ventures in 9 technological incubators of Tianjin and using hierarchical regression model, this study discusses the question of whether entrepreneurs should invest invaluable resources into organization structure building. We got beyond the simple classification of organization structure and examined the effect of role formalization and functional specialization which were the two fundamental facets of formal structure on new venture performance.Additionally,we examined the relationship between heterogeneity of founding team and formal structure.Empirical results reveal that role formalization decreases new venture performance. On the other hand, functional specialization increases new venture performance.Meanwhile, heterogeneity of industrial experiences has effect on both facets of formal structure, heterogeneity of sexes and ages only positively influence role formalization, and heterogeneity of functional experiences has no effect on both facets of formal structure.
