＂Internet ＋＂ is the integration of Internet information technology and traditional fields to promote innovation in different fields. ＂Interact ＋ Government affairs＂ is government innovation created by governments and other public departments. But the realization of this government innovation depends on the public human resources named＂ screen bureaucrats＂ in the Internet. The study finds they still have to do is carrying out public policies, which makes virtual and real characteristics and effects, and they play a role because of their organization＇s identity. So when we develop government public human resources ＂Internet ＋ Government affairs＂ , we have to be considered from the perspective of organizational identity to stimulate and maintain their enthusiasm and self-discipline, so as to realize the＂ Inter＇net ＋ government ＂goal and value.
