This paper puts forward the construction of the ＂Xi＇an - Lanzhou - Wulumuqi＂ economic belt. By taking Xi＇an, Lanzhou, Wulumuqi as fulcrums and the Eurasian Continental Bridge as axis to connect the Guanzhong -Tianshui zone, Lanzhou -Xining zone and the northern slope of Tianshan Mountains, Ningxia - Huang River Economic Zone to achieve the goal of regional coordinated development and regional economic in- tegration. Construting the＂ XI - LAN - WU＂ Economic Belt can promote the efficiency of factor space alloca- tion and the implementation of the Silk Road economic belt as well as the western development strategy and form the situation of interactive development in the northwest of China. This paper explores the routes and poli- cies choices to construct the ＂Xi -Lan- Wu＂ Economic Belt from the perspective of the economic Integration and division and cooperation.
