英文摘要：

This paper analyzes the main policy of American public housing from 1865 to 2000 systematically.According to the characteristic of the public housing in each period,it can be divided into four stages,including embryonic stage,exploratory stage,development stage,mature stage.Through the analysis,the paper poses four trend of the development of the American public house： first,participation mode of government changes from thegovernment-led to market-driven;secondly,security objects are altered from middle and low income group to low income group;thirdly,security method is turned from directly providing the supply of the public house to giving the subsidy to the demanding group;fourthly,security mode is transformed from fixed construction of public house to providing the free choice for residents.Finally,based on the experience of the American public housing policy designing,the paper puts forward four suggestions for the Chinese public housing policy.
