目前，交通运输定价和电力污染问题在我国引起社会的广泛关注。许多学者对交通网络问题做了大量的工作，但对电力污染管理问题，国内的研究成果不多，而且大多做定性研究。这两个问题的数学模型都可以归结为交通网络平衡问题。虽然国外对交通网络平衡问题研究了几十年，但其研究背景主要是欧美国家的交通运输和电力污染问题。本文综述了电力燃煤税和动态交通网络的国内外研究进展，提出了一些有待于研究的新问题。

英文摘要：

Now,the problems caused by the cost of transportation and the pollution of electric power are received more and more attentions. Prof. Haijun Huang has done a lot of work on the traffic network, on the other hand, a few of research results for the pollution of electric power are obtained, and only some qualitative analysis are done in China. Both of them can be reduced to the traffic network equilibrium. Although, the international research on the traffic network has done for several decades, the research background is limited to the transportation and the pollution of electric power in some countries such as America and other European countries and so on. In this paper, the recent research is surveyed on the carbon taxes for electric power and the cost of traffic network, and some interesting problems are proposed for the further research.
