英文摘要：

In this paper we use coordination degree, coordinated development degree and prediction index of coordinated development to check Hainan＇ s coordinated and coupling relationships between tourism economical development and environment-resource foundation. The results show that Haikou and Sanya have just stepped into medium cooperation phase, and there is a large room for improvement in tourism economy and environmental-resource cooperation. Environmental economical policy instruments must be applied to strengthen environmental protection to accelerate Haikou and Sanya tourism improvement, to ensure long-term sustainable tourism development, and thus increase local residents＇ welfare gains.
