随着人民群众日益增长的社会公共需求和我国政府向服务型政府的不断转变,公共服务创新成为摆在政府面前急需解决的问题。文章探索了公共服务的四条创新路径:体制创新,即创新公共服务的体制、机制和模式;技术创新,实施公共服务的“三个一”工程,即“一卡通”、“一站式服务”和“一个公共信息平台”;融合创新,将公共服务项目与一些以盈利为目的的商业行业相融合,充分发挥政府和市场两种力量;服务方式创新,主要是公共服务外包、短流程服务等新型高效的服务方式。
With the increase of people's demand for social and public service and the ongoing construction of service-oriented government ,public service innovation has become an urgent problem facing the government. This paper explores the path for public service innovation: First, system innovation, namely innovation in the system, mechanism and pattern of public service; Second, technological innovation ,chiefly the implementation of "Three Ones" (referring to"all-in-one-card", "one-stop service" and "a public information platform" ); Third ,amalgamation innovation ,i.e. the integration of the public service projects and some profit-seeking business industry in order to give full play to the power of the government and market;Fourth, service mode innovation,which refers to the introduction of the public service outsourcing and short process services.
