As a large-scale infrastructure project, the Hong Kong-Zhuhai-Macao Bridge is a major construction model of in-depth cooperation among regional governments leaded by central government under the "one country two systems" context. The project involves extensive difficult engineering decision problems, experienced zigzag decision-making processes, which are rarely seen both at home and abroad. Based on the review of the practice course of collaborative decision-making in HZMB project, the collaborative decision-making system of large-scale cross-border project in China is investigated.
