Aim To solve the road and theory puzzle in rural-urbanization of western areas. Methods Theoretical analysis and example study. Results Being short of enterprises impulse is the main obstacle of rural urbanization of western areas ; the cluster initiatives are the effective approach of promoting the rural-urbanization of western areas. Conclusion Based on the current industries and polices, cluster initiatives can be carried out, and this will be a force to push the rural-urbanization of western areas.
