The forecast observation of Sanjiang Plain water lever played a significant role in analyzing and solving many related social and natural problems, such as water resources, genecology, agricultural and forestry economy. This article introduced the theory, model, calculating methods and the conditions using the seasonal forecast technique, which had been used by the author to forecast the month average of seasonal deep water lever meter of Sanjiang Plain water. The rationality, veracity and actual effect of the seasonal forecast method in observing Sanjiang Plain ground water lever had been proved by the example of single water well observing and analyzing.
