在分权化改革进程中，地方政府规模呈不断增长趋势。确定适度的地方政府规模，节约行政成本，构建有限而有效的公共服务型地方政府体系，是当前深化行政体制改革的重要任务。组织整合为地方政府规模分析提供了一个有益的分析视角。本文从地方政府规模的扩张趋势出发，以组织整合理论为分析工具，初步构建了规模分析的模糊整合框架，以期为我国地方政府规模适度化的探讨提供新的研究途径。
英文摘要：
In the process of decentralization reform, local government scale presents a growing tendency. It is an important task of current administrative reform to determine reasonable local government size, reduce administrative cost and construct a limited but efficient and service - oriented local government system. Organizational integration provides a useful perspective for local government scale analysis. Starting from the increasing tendency of local government scale, this paper preliminarily constructs a frame of organizational integration for scale analysis and hope to provide with a new approach for research on reasonable local government scale.
