Emergency management capability assessment runs through the whole procedures of emergency managements. It is an important foundation for emergency managers to make right decisions. This paper systematically reviews the status quo about the related concepts, the significances of emergency management assessment, the development history and the methods and programs of assessments both here and abroad. By comparison, the deficiencies in emergency management capability assessment of China are found.
