根据南水北调“批发-零售”的市场化运作模式，设计了南水北调的供应链层次结构，分析了契约保障下的调水工程的运营管理体制特点，以及契约对买卖双方权利义务的平衡作用。基于适应性和可操作性的原则，对一般契约种类进行筛选，选取了最小订货承诺契约和最小订货承诺下的灵活订货量契约，以水资源分销商为核心，建立最小订货承诺契约和最小订货承诺下的灵活订货量契约的动态规划模型，分别采用逆推求解法和搜索算法，给出最优订货策略。最后指出了需要进一步研究的问题。
英文摘要：
The topology structure of Transferring Southern Water to the North （TSWN） was designed on the basis of Wholesale-Retail model of TSWN, and the function of contract to the project operation and benefits balance was described. According to the adoption and the operation principal, the Minimum commitment and Flexibility contract was chosen, each model was built up and the optimal order strategy of buyer was given. The allocation of the increased revenue because of flexibility and the combination o{ the long-term and the short--term contracts such as option contract would be researched further.
