In the new context of the Medical Reform, primary hospital＇ s constructions encounter important historical opportunity. Research indicates that appropriate works of construction planning can effectively make the building＇ s design more reasonable and the construction more smoothly. Such works are still at the initial stage of exploration currently, and the study on the operation methods about overall planning of the primary hospitals construction has not yet commenced. This paper attempts to induct the theory of Complex Systems Science, proposes a kind of operation method about the overall planning of the primary hospital construction, which has a value-oriented optimization. The paper describes the operation＇ s contents, process and key technologies in detail with the PanyuQuZhongYiYuan＇ s Expansion Project.
