英文摘要：

Public opinions online which is the base of decision making play a very important role in the po- litical activities of a government, especially in a state with democracy regime. Rational and wise choices will not be made based on irrational expressions of public opinion online. The negative influences can be reduced together with the efforts of government, mass media and citizens. Agencies of government should release efficient information by promoting its credibility on time to stop rumor spreading, regulate or guid- ance the expression online by making rules or regulations. Diverse topics should be present by public me- dia avoiding irrational from group polarization. Rational consensus can be reached with strategy compro- mise by wise citizens under guidance of public awareness.
