In a context of high pace of urbanization in China, the conservation and utilization of historic and cultural resources becomes an urgent task. To avoid fragmented conservation and superficial exhibition which are increasingly common nowadays, it is necessary to work at the regional level so as to conserve and use tangible and intangible cultural resources systematically and holistically. This arti- cle takes Southern Anhui as an example, and examines the integral characteristics of historic and cultural resources from the regional perspective. It analyzes its conservation and utilization framework and institutional construct, and explores the efficient approach to sustainable development in the area at the present stage.
