Starting with the analysis of social and economic backgrounds, this paper examines the reasons of the illegal construction in the urban-rural fringes of rapidly urbanized areas, which are discovered from institutional and planning administrational systems. Aiming at those reasons, it also provides corresponding countermeasures.
