改革开放以来上海市三次产业结构不断调整优化,产值和就业在增长的同时,就业弹性出现了下降,就业结构调整落后于产业结构升级,经过研究上海市就业结构出现了明显好转,就业偏离度明显缩小,但仍存在不少问题。同时本文还构建了三次产业生产要素投入模型,分析了当前资本和劳动投入对经济总量的影响,指出未来产业结构调整原则是：全面统筹就业和产业发展,逐步打破流动障碍,实现产业规模效应,发挥区域优势。具体做法是突出高新技术产业、提升服务、淡化制造业、淘汰落后产业、明确中心城区和周边各区县的功能。

Since the reform and opening up,the three industrial structure of Shanghai has been adjusting constantly,with the output and employment growth,employment elasticity has declined, employment restructuring behind upgrading the industrial structure,after study employment structure in Shanghai has shown a significant improvement,and the employment deviation was significantly reduced, but there are still many problems, we also establish the model of the of three industrial production of investing factors,analysis the current investment in human capital and the total,syudy their contribution to the economy,to improve the policy efficiency.
