通过对西部地区云南、甘肃两省的调研数据的分析，将模糊聚类分析和描述统计、方差检验等统计方法相结合，对329名农户的退耕还林工程的参与意愿进行实证分析。结果表明，户主年龄、文化程度、是否党员以及林地面积这4个因素对林农参加退耕还林工程的意愿有显著影响，农户参与意愿低的主要原因为补偿额度不足、工期过短和对工程的了解不够。据此提出促进退耕还林工程进一步推广的相关政策建议。
英文摘要：
In this paper, using data of 329 peasants generated from the investigation held in Yunnan and Gansu Province with Fuzzy Clustering and descriptive statistics, their willingness of the program were analyzed. The result shows that peasants＇ age, education and woodland area have a significant effect on the willingness. And the main reasons of peasants＇ low participation willingness are rooted in compensation system, time limit for the program and publicity problems. Then this paper puts forward suggestions to promote the Grain for Green Project.
