Low - carbon economy is an economic model on the base of low power consumption, low pollution and low emission. It is the current national efforts to study the issue how to effectively achieve this economic model. On the basis of the analysis of the development model of low - carbon economy in foreign developed countries, such as Britain, Japan and the United States, Low - carbon economic development model is designed by this paper from the participation of government, market and micro -economie entities, with the favorable and unfavorable factors of low- carbon economic development in Shandong Province.
