2008年1月中旬,我国南方大部分地区出现强烈的低温雨雪凝冻天气,造成包括500kV主干网在内的数千条输电线路大面积损坏,杆塔倒塌,直至人员伤亡。针对这次冰雪灾害引起的大面积停电事故,分析了导线、地线、绝缘子及杆塔等一次设备断线、倒塌的具体原因和存在的不足:主要表现在设计标准偏低,设备老化,新的抗灾防灾技术有待研究和推广,同一地区避免使用同一类型设备等方面。二次设备则主要表现在通信设备受损,导致调度自动化系统及某些依赖通信通道的保护设备受影响,另外也对安全稳定控制装置存在的不能动态实时决策问题做了简要分析。最后针对以上问题提出了改进措施及建议。
The extreme weather which happened in January 2008 in southern China caused thousands of power transmission line to be damaged in large area including the 500 kV main power grids. Thousand of electric power steel towers and poles were collapsed and even caused several people injury and death. We analyzed the reasons why so many lines, towers and poles were broken or collapsed and their existing problems according to the large area blackout disaster. The main problems were: being not strong enough to conform to the national design standards of the transmission line and tower, aging of devices, to use new technologies for preventing disaster, and to avoid using same type of equipment at same area, etc. The secondary equipment injuries are mainly due to communication devices" damage that affect the SCADA system and some protection devices that were relied on communication channel such as differential protection. And the security and stabilizing control equipment are also briefly analyzed. Finally, some improved measures and suggestions are put forward according to the above problems.
