通过对高校科技创新能力这一重要概念的界定和解析,设计了包含科技创新基础能力、科技创新投入能力、科技创新产出能力和科技成果转化能力的高校科技创新能力评价模型,并运用模型对华东高校科技创新能力水平进行分析.结果表明,华东高校科研水平总体稳步上升,但增长速度差异较大,同时存在一些共性问题,如科技投入产出效率不高、高校科技成果转化能力普遍偏弱,值得引起政府与高校重视.
Based on the definition and resolution of university S&T innovation capability, it designed the evaluation model of technological innovation of universities containing S&T innovation basic ability, S&T innovation investment ability, S&T innovation output capacity, S&T achievement transformation ability. Using the established model, it made the empirical analysis on the S&T innovation capability of universities in east China. Results show that the overall scientific research level of universities in east China has risen steadily, but the universities' growth rates are different. Some common problems, such as S&T input and output efficiency is not high, universities' S&T achievement transformation ability is generally weak, are worth the attention of the government and the universities.
