This innovation strategy puts emphasis on maintaining the in- novation ecosystem in America, building a service-oriented government and enhancing inputs in basic elements such as educa- tion. Strategy for American innovation wishes to increase the quality of economic growth in America through institutional system and industrial structure reform, technological innovation and innovation achievements＇ industrialization. Based on America＇ s experience, China should make full use of the opportunities provided by new industrial revolution and digital economy to opti- mize human capital, build innovative government, construct innovation ecosystem, and achieve important breakthroughs in key areas and key points.
