应急军事物流在应对突发事件的过程中发挥着重要作用。结合应急军事物流的特点和效益评估指标,首先根据效益评估指标的模糊属性值加权距离最大化对效益评估指标的主观权重进行修正,接着运用模糊模式识别原理,利用隶属度定义模糊聚类损失函数,通过求解模糊聚类损失函数最小值的非线性规划模型,提出一种基于模糊模式识别的应急军事物流效益评估方法。最后,给出一个数值例子,说明该评估方法简便易行,可以尽量利用评价指标提供的有用信息,综合考虑主客观因素,有效降低了指挥员决策的主观随意性。
In emergency management emergency military logistics is important. According to the characteristics and the efficiency evaluation index of emergency military logistics,the subjective weight is ameliorated by the weight which is calculated by the maximum distance on interval-valued fuzzy sets; then the fuzzy clustering loss function is decided,a new efficiency evaluation method of emergency military logistics is developed by establishing a nonlinear programming model. Finally, the analysis of an example indicates that this method is easy in calculation,the model can consider both the subjective and the objective factors,the subjectivity and randomicity in the commander's decision process are decreased.
