How can the formation, which is the city develop internationalization through urban trans- difficulty for lots of cities in the globalizing era After losing political function, the excapital of Germany, Bonn, has experienced huge challenge and transformed to be an international city. Bonn has been changed from the capital political function to diverse functions：international political function under the influence of UN institutions and lots of international NGOs：international economic function as the producer service center under the influence of major TNCs such as Deutsche Telekom and Deutsche Post;international creative function as the core of transformation under the influence of international advanced scientific research center. Bonn has carried out the transformation successfully with international functions,which becomes a positive example to Chinese cities.
