为鼓励创业政府出台了一系列优惠措施,虽然优惠措施取得了成效,但是却忽视了高创业失败率背景下可能带来的负面效果。该研究基于风险感知理论,以上海市大学生创业现状为例,从理论与实地求证两个角度详细地分析了构建创业失败补偿机制的必要性。研究发现：创业失败补偿机制不仅能够弥补创业失败损失降低创业风险还能与现有政策形成合力进一步提高创业者的创业积极性。在此基础上提出了创业失败补偿机制的构建设想,以期为政府决策提供参考。
英文摘要：
In order to encourage people to start up business,lots of supportive policies have been implemented by government.Although these measures have been effective to a certain extent,some negative consequences might occur under high entrepreneurial failure rates circumstance.Based on the theory of Risk perception and by the case of college students entrepreneurial situation in Shanghai,This research analyzes the necessary of building the compensation mechanism of entrepreneurial failure in detail which based on theoretical research and on-site verification.The results show that the compensation mechanism not only reduces the risk of entrepreneurship failure, but also stimulates entrepreneurs＇ enthusiasm on entrepreneurship.On this basis,we are supposed to put forward the suggestion of compensation mechanism of entrepreneurial failure in order to provide reference for the decision-making of the government.
