Urbanization is helpful to change the growth mode and narrow the development gap, but with the rapid growth of urban population, urban resources and environment are also constantly be threatened, therefore in the future moderate urban population will be a important theme to achieve urban sustainable development. This paper based on the literature review perspective, has a new thinking on the issues of moderate population in course of urbanization, and summed up the three main conclusions： First, the problem of the coordination between urban population and resources and environment must be considered in the process of urbanization, and the best choice to achieve the coordination is to consider moderate urban population; Second, moderate population is not a static modest in the process of urbanization, but need to explore the target of improvement of urban resources and environment and form moderate Population dynamics of urban space; Third, the moderate urban population is not just measure of the number, but need to explore the way from the city＇s population to achieve moderate path.
