教育均等化是我国公共服务均等化的重要组成部分,本文以教育基尼系数作为衡量教育均等程度的指标,在测算了1998~2007年我国31个省市区教育基尼系数的基础上,从教育体制自身及其外部宏观经济环境两个维度选取相关指标,运用面板模型方法实证分析了教育均等程度的影响因素。实证分析得出:教育经费投入不足是制约我国教育均等化进程的瓶颈,城乡“二元经济”体制所造成的“二元教育”体制有碍于实现我国教育均等化的进程,政府公共服务水平的提高可以提升教育均等化程度。
Educational equalization is an important part of China's public serv- ice equalization. This paper regards the Gini coefficient as an index measuring edu- cation equalization, and analyses the factors of influencing educational equalization positively, choosing the index from the sides of inner educational system and outer macro-economy environment and on the basis of measuring Chinese 31 provinces' panel data on the year of 1998~2007. We discover that short of the education funds is the bottleneck of restraining the progress of China's educational equalization, the system of "dual economies" between city and rural, leading to the "dual educa- tions", impedes the realizing education equalization's development, and raising public service level can enhance the degree of educational equalization.
