Based on J2EE frameworks and OFBiz workflow engine, the application adopts the design pattern of re-presenting hierarchy, separating the business hierarchy from persistence hierarchy, which reduces greatly coupling degree inside the module and between the modules, and also brings big advantages of expansion and of the system. The paper mainly describes the design and implementation of water conservancy and hydropower application sys- tems.
