从高校管理综合改革的视角考察高校内部办学资源配置制度,以综合改革为动力和方法.着重明确目前高校内部办学资源配置存在的问题指向,着力于改进策略。高校现阶段优化配置内部办学资源需要重点实现的改革目标是激发校院两级办学活力和回归学术本位:在改革的路径选择上,强化行政管理服务、学术组织重构和校院两级管理体制及其相配套的运行机制的综合改革和协同推进,为中国现代大学制度建设和高水平大学建设进程中的高校内部办学资源优化配置提供理论支持和实践建议.
In this study, the allocation system of internal resource for university running is investigated from the perspective of a comprehensive reform in university management. Problem orientation and improvement strategies of the allocation of internal resource for university running comprised two key points of the study. Comprehensive reform is proposed as the motivation resource for university running, and the aim of the and solution in the optimization of the allocation of internal reform is to unleash the vigor of school-running from both levels of university and schools, as well as return the academic standard. In the selection of path of the reform, emphasis is placed on the administrative service, the reconstruction of academic organization, the two-level managing system and the top-level design and promote synergy of the corresponding operating system. Both theoretical support and practical recommendation could be gained from this study in the optimal allocation of internal resource for university running in both the establishment of Chinese modern university system and the development of high-level universities.
