基于协同理论构建中国用水结构区域间协同度模型,对东部、中部、西部各区用水有序度测量显示:三区各用水子系统有序度2003~2008年均呈现递增,2009~2012年则均呈现波动,中部有序度总体水平落后东部和西部。对用水结构区域间协同度测量显示:两两间协同度一直处于低协同甚至非协同状态,三区总体协同度在2008年前处于低协同状态,2009年~2012年,波动较大且多次出现非协同。最后,提出实施以供定需、大力推广节水技术、加强对中西部政策支持、做好区域间产业转移等相关政策建议。
Based on the synergetic theory,we built a model of synergetic degree of water structure among different regions in China. The results shows: the order's degree on each region had increased in 2003 ~ 2008 while showed fluctuations in 2009 ~ 2012,the overall level of order's degree for central region was lower than others.The synergetic degree of water use between any two regions was low and which among three regions was low in2003 ~ 2008 but even non cooperative in 2009 ~ 2012. Finally,we gave suggestions such as determining water requirement based on the supply,promoting water- saving technology,strengthening support for the central and west region,implementing industry transfer among different region.
