In the process of constructing socialist harmonious society, it is one of the important tasks to establish social security system covering urban and rural residents. It is suggested that we should establish a system which includes basic securities for all people combined with social insurance, social relief, social welfare, commercial insurance and charities in China. The paper also puts forward the way, practical strategy and related policy suggestions tO perfect the system.
