探讨了电力市场多种交易模式下输电网固定成本的分摊问题。提出将双边交易转换成等效的联营交易的概念与方法,给出了固定成本在等值联营模式下分配的核仁模型。运用合作博弈理论的核仁解先将固定成本预分配给各负荷联营交易,再将该预分配成本平均分配给该负荷和向它供电的所有电源。向某个负荷供电的所有电源按各自对该负荷贡献功率的大小成正比分配成本。该文方法适用于混合交易模式的电力市场。它既满足电网的物理特性,又给出了良好的经济信号。IEEE14节点系统的仿真算例验证了该方法的有效性。
The allocation of fixed transmission cost under hybrid transactions modes was investigated. First, a concept and method for converting a bilateral transaction into its two equivalent pool transactions were proposed. Then, a nucleolus model was designed to allocate the fixed transmission cost in the framework of equivalent pool transactions. The nucleolus solution in cooperative game theory was employed to pre-allocate the fixed cost to each load pool transaction that included the equivalent ones. The pre-allocated cost was then shared equally between the load and the generators feeding the load. The generators feeding a load were charged proportionally to their contributions to that load. The proposed method is applicable for electricity markets containing pool and bilateral transactions. It satisfies electric circuit laws and provides economic signals to users. The effectiveness of the proposed method is verified by the IEEE 14-bus test system.
