Solving ideological problems together with practical problems is a basic principles of college students＇ Ideological and political education,which especially applies to the vulnerable groups—those vulnerable economically,psychologically,academically, behaviourally,etc.Traditional charity practices focus on economic aid while ignoring ability improving.The Ford Foundation PHE projects have achieved good results in southwest university application,and the experience is worth promotion.The key point of Ideological and political education of vulnerable groups in higher learning institutions is to enhance their ability.
