环保产业作为新兴产业对破解经济发展结构性矛盾具有重要作用,发展环保产业是未来我国产业结构调整的必由之路。但是目前我国环保产业发展中存在类型界定模糊、发展策略混乱、发展方式单一的问题,急需厘清环保产业内涵、类型及内在规律。本文通过环保产业内涵的深入挖掘,建立以环保终端距离和阶段演进为标准的环保产业分阶体系,并通过例证法对＂四阶＂环保产业的倍数经济效应、乘数效应、社会经济综合效应和资源环境双赢效应进行测算。以环保产业分阶体系为基础,通过借鉴发达国家和地区的发展经验,提出分阶环保产业具有从四阶、三阶向二阶、一阶演变的发展规律和环保产业发展＂黄金期＂的存在。基于上述规律与经验,对我国环保产业未来的发展趋势进行判断,四阶、三阶环保产业将会是我国近期发展的主要趋势。最后,依据环保产业发展规律和趋势,从把握环保产业发展＂黄金期＂、环保产业重点发展领域、环保投资引导、环保产业发展产业格局角度提出我国环保产业发展对策。

英文摘要：

As an emerging industry,environmental protection industry plays an important role in resolving structural contradictions of economic development. Promoting the development of environmental protection industry is necessary for industrial structure adjustment of our country in the future. However,there are some problems such as indistinct type,chaotic development strategy and single development mode in development of environmental protection industry at present,those problems set back development and level of environmental protection industry,the connotation,type and inherent law of environmental protection industry need to be sorted out as soon as possible. The dissertation establishes the divided-order system that take environmental protection terminal distance and process evolution as the standard through the explore of the connotation of environmental protection industry. Meanwhile,the multiple economic effect,the multiplier effect,the socioeconomic combined effect and the resources and environmental double dividend effect of the fourth-order environmental protection industry are calculated through exemplification. The dissertation that based on the divided-order system of environmental protection industry puts forward the law of development that the divided-order environmental protection industry evolves from the fourth-order,the third-order to the second-order,the first-order and the golden developing period of environmental protection industry through the experience of developed countries and regions. The dissertation that based on the above rules and experience,judges the developing trend that the fourth-order and the third-order environmental protection industry will be the main trend recently in China. Finally,according to the law and trend of the development of environmental protection industry,the dissertation puts forward the development countermeasures of China＇s environmental protection industry in terms of the golden developing period of environmental protection industry, the major development are
