Since reform and opening up, northeast China has had a great development in respect of scale and structure of foreign capital utilization. Along with the gradually increasing of the investment countries, the pattern of foreign investment is also presenting diversified development trend. Therefore, new all-round opening path should be taken to proper northeast old industrial bases. Using foreign capital should be combined with industry advantages, location and geography advantages, resources advantages and policy advantages, enlarging absorption of foreign capital areas and realizing multiple goals of foreign capital utilization. Through a high starting point of graft with the multinational corporations, northeast old industrial bases should advance investment environment overall, realize the prosperity of northeast region and achieve the ultimate aim of prospering northeast old industrial bases.
