非期望产出的存在会对效率评估产生巨大的影响，忽略环境污染代价计算出的经济效率是不准确和不全面的。用非径向和非角度（SBM）模型处理非期望产出，并用此方法分析中国区域环境效率状况、差异以及演进规律，结果显示，环境变量的引入明显降低了中国区域平均效率水平，中西部地区对环境变量的引入较东部地区更为敏感，西部地区处于经济发展和环境保护的双重困境。

英文摘要：

The existence of undesirable outputs has tremendous effect on efficiency evaluation. Economic efficiency which is calculated without considering the cost of environmental pollution is inaccurate and incomplete. This paper deals with undesirable outputs on the basis of SBM model. Then, it analyzes the regional eco-efficiency conditions, differences and evolutional rules in China with this model. Some conclusions are drawn as follows： the mean eco-efficiency decreases obviously as the environmental pollution variable is incorporated into this model; the mid-western area has greater sensitivity to environmental constraints and the western area is in a dilemma either to develop economy or to protect environment.
