英文摘要：

The construction of the two-oriented society, namely the resource-conserving society and environment-friendly society, needs the transformation of the mode of economic development. And the key for this is to make institutional and mechanism innovation. The domestic scholars made some research on this innovation in terms of administrative management, finance and taxation, financial service, industry and consumption, education and the legal system and put forward some valuable way of thinking and suggestion on the building of two-oriented society. The authors point out that strengthening research on micro countermeasures, the institutional reform, the scientific support and formulating a system which is beneficial for resource- conserving and environment protection is the focus of the future research and the core for practical exploration.
