国家工程技术研究中心（Chinese National Engineering Research Center,简称CNERC）是我国科技发展计划的重要组成部分,是研究开发条件能力建设的重要内容。搜集了1991年以来国家有关部门发布的与CNERC有关的政策文本,从政策的发起背景、政策数量分布、政策参与部门、政策工具等四个方面考察了CNERC政策的演进历程;从政策连续性、政策交叉、政策互补、政策缺失等四个维度分析了CNERC政策的协调性。在此基础上,对CNERC政策的演进特征进行了总结。研究表明,CNERC政策的演进是一个不断创新的过程;CNERC政策协调性较好,但也存在一定程度的交叉和缺失现象;近期的政策更加重视CNERC自主创新能力的提高;CNERC政策演进是渐进式的,没有发生政策范式变迁。

英文摘要：

Chinese National Engineering Research Center（CNERC） is an important part of the National Science and Technology Development Plan of China.The paper has collected the CNERC policies which were issued since 1991,and examined the evolution process of CNERC policies from five aspects,including the setting-up context,the number distribution of CNERC policies,the departments involved in policy formulating,the policy instruments.The paper has also investigated the coordination status of CNERC policies from four dimensions,including policy consistency,policy complementary,policy overlapping and policy deficiency.The paper has also summarized the features of the evolution of CNERC policies.The results indicate that the evolution of CNERC polices have experienced continuous innovation within a same policy paradigm and put more and more emphasis on independent innovation;besides,the policies show good consistency and complementary,but they also show the phenomena of policy overlapping and deficiency.
