本文主要就近年来国内外学者对环境规制问题的理论及其实证研究相关文献进行梳理,综述了不同环境规制政策的经济增长效应传导机制、环境规制对区域经济增长和区域污染转移的影响路径,基于不同政治体制和市场机制下的环境规制博弈以及环境规制工具选择与规制政策的有效性。最后从中国环境规制实践借鉴视角予以述评,提出了探讨中国现有体制下构建有效的环境规制理论及政策的可行研究方向。

The paper reviews the domestic and empirical research in recent years, including different foreign study on the environmental effects of environmental regulation on impact of environmental regulation on regional economic growth and regional pollution regulation theory and economic growth, the transfer, the game of environmental regulation based on different political systems and market mechanisms, and the effectiveness of environmental regulation tools and regulation policies. Based on the practice of environmental regulation in China, this paper explores the feasible research direction of building an effective environmental regulation theory and relative policies under the current system of China
