On the basis of analyzing the profit distribution in a city alliance, this paper adopts evolutionary game theory to analyze the evolutionary processes that a city alliance has undergone in the background of even return rate, uneven return rate and advantaged predation so as to expound the inevitability of a city alliance＇ s development and to provide reference for the supervision of city alliances.
