煤矿安全近年来成为我国亟待解决的问题。我国目前煤矿安全管理手段主要是事后管理，是一种经验式管理，没有从根本上解决煤矿安全管理的主要问题。新兴的基于风险预控的煤矿安全管理是一种过程管理，通过对导致煤矿安全事故发生的所有危险源辨识，并根据危险源产生风险大小对危险源进行分类和确定相应预控措施和信息监测方法，依据危险源信息的评价确定危险源产生风险动态预警和预控方法，最后确立危险源消警措施，杜绝煤矿事故发生。那么煤矿风险管理做到何种程度才能管住导致事故发生的危险源，进而避免事故发生呢？本论文建立的煤矿安全管理评价系统就是评估煤矿风险管理效果的。
英文摘要：
The coal safety has become the urgent problem to be solved in recent years. Now, the management method adopted after the accident is a method of experience management. The safety problem can not be solved in a fundamental way. The new risk management is a process management, by which the hidden troubles are identified first before the happening of the coal accidents, and then the pre-control measures are made and information monitoring methods are adopted based on classifying the hidden troubles, and last the risk pre-alarm and risk control method are confirmed and the management standards and measures are used to eliminate the hidden troubles. Here, the evaluation system is built to evaluate the result of the risk management.
