维护社会公平正义的价值受到经济增长价值的侵蚀是当前政府安全生产管理遭遇的重要问题,本文结合监管政治理论和经济学中的激励理论,在对历史制度主义的理论主张进行分析的基础上构造了“治理结构一利益一激励”的中国政府安全生产管理价值分析框架。在由计划经济向市场经济转轨的过程中,安全生产的治理结构由政企合一转向多元分化;利益结构由国家“包办”演变为交错复杂;政府安全生产管理的內在价值也由福利导向转为发展导向。为了重建政府安全生产管理的公平正义价值,在利益结构方面要通过法治化和完善地方政府考核体系促使地方政府形成安全生产监管的內在激励,在治理结构方面通过职工组织建设和利益表达渠道的完善增强职工对政府安全生产监管行为的影响力,重新构造经济增长与安全生产的均衡激励机制.从而在政府安全生产管理价值上重新确立维护社会正义的取向。
The values of social justice is eroded by the value of economic growth is one of the important issues of work safety administration suffered currently. This paper constructs an analytical framework of "governance structure- interest-incentive" on the base of historical institutionalism, combining the theory of regulatory politics and incentive theory. In the transition of planned economy to market economy, governance structure of work safety administration turned from combination of government function and enterprise management to diversity; interest structure turned from country arranged into complexity;inner value turued from welfare into development. In or- der to rebuild the fair and just value of the work safety administration, in terms of interest structure, internal in- centives of local government should be built through the rule of law and improving the local government assess- ment system, in terms of governance structure, the influence of workers should be enhanced by employees' organizational construction and improving the channel of interest expression, reconstructing the balanced incentive mechanism of economic growth and safety production.
