With the rapid development and wide application, of high technology, the complex products with high technical additional value and new technology research have been paid more attention. Complex products and their technical level represent a national top level of design and manufacturing capability. Based on the definition of complex product and the features of new technology research, the paper uses economic theory to analyze the necessity and conditions of state regulation in China. The article proposes the lasting effect mechanism to promote new technology research and development of complex product, and puts forward that the Chinese government should act as an advocate and leader, servant, supervisor as well as coordinator in the new technology research and development of complex products to improve the ability of independent innovation in Chinese new technology research and development of complex products .
